Community Rating System
Application 
Procedure

Application for the CRS classification is voluntary, and a community may request a CRS classification at any time. A community that intends to request CRS classification must:

  1. have credit points add up to at least 500

  2. meet all of the Class 9 prerequisites

1. Application Request

  1. prepare a letter of interest to be sent to the FEMA Regional Office

  2. provide documentation showing that your community is implementing activities that warrant at least 500 points.

Provide documentation of the following five items:

  1. correspondence from FEMA state your community is in full compliance.

  2. the CRS Program Data Table, with lines 6 and 13 completed. 

  3. documentation for each element for which credit is desired.

  4. & 5. two certifications signed by the community's CEO.

2. Application Documentation

  1. performed after a verification visit is complete and all documentation has been received.

  2. may take several months as FEMA and ISO review, double check and confirm report.

  3. if FEMA confirms a community's classification, it must give insurance companies a 4-month advance notice.

3. Verification Processing

Each year, a community must recertify that is is continuing to meet the prerequisites for its classification. If a CRS community retrogrades to a Class 10, they may apply to reclassify.​

  1. must submit a complete new application according to the Coordinator's Manual currently in effect.
